Android app not work when set targetSdkVersion 23

Just the Bluetooth lib not work rightly, cant scan successful.

it also does not work when targetSdkVersion = 25

You have to add this permission to the manifest:

<uses-permission android:name="android.permission.ACCESS_FINE_LOCATION"/>

remember also to switch on the location permission or implement an enable request on app startup (Marshmellow) 😃
