Add option to enable PowerShell Editor Services to be loaded for any project type #194
Description
The $psEditor API has utility outside of just PowerShell files and projects. It might be nice to allow an opt-in way for users to turn on PowerShell Editor Services for every workspace (not just ones containing PowerShell files) so that PowerShell-based editor commands can be used on any type of file or project.
