[E2E] Graph/NativeCommand tests timeout on L0 v2 adapter

As discussed in #17837 (comment) the Graph/NativeCommand/level-zero_usm.cpp and Graph/NativeCommand/level-zero_usm_D2H_copy.cpp L0 interop tests time out with the v2 adapter. Seen on both tested on PVC and BMG.

These tests are disabled by #17848 but the issue needs investigated and fixed.
