Enable support Python 3.10 when creating projects

Opening since #3201 was closed and locked, and since then support for python 3.10 has greatly improved:

• Python 3.10 is now on public preview
• 3.10 support got merged to azure-functions-python-worker
• Also for azure-functions-core-tools

Is there any blocker left for enabling support for it in the extension?

The Azure Functions Python Worker repo still doesn't have Python 3.10 checked off as available, but I think with all of the links you listed, we should be okay to unblock creation of 3.10 projects. Thanks for investigating this for us. 😊
