We are renaming `wasm32-unknown-wasi` to `wasm32-unknown-wasip1` for non-Embedded targets, so we will no longer have the `clang/lib/wasi`.

We have to merge this before swiftlang/swift#83167 and this change itself doesn't break compatibility with swiftlang/swift's main branch, so let's merge. |
