build.ps1: build android SDKs with new driver to enable WMO #75890

Motivation
WMO in swift-foundation is disabled for android: swiftlang/swift-foundation#851, but enabling WMO would give considerable performance benefits.
Proposed solution
We should try to build the android SDKs with the new driver with build.ps1 windows host build script and then re-enable WMO.
