Support OpenTelemetry in the PowerShell worker #1048
Description
The PowerShell worker should be able to utilize the internally owned AzureFunctions.PowerShell.OpenTelemetry.SDK module to support OpenTelemetry as configured by the user with minimal changes to the function app.
