How to fork testnet as genesis of localnet

EVM tools like hardhat provide this function that we can fork a remote network's current state, and run it as a localnet. Not sure how to achieve it by Sui's tool

@howjmay - we do not have such a tool yet. It is on our list of tools to build, but we do not have an ETA yet.
