MIDI Import note misalignment

Describe the bug
Some MIDIs import in a way that breaks up chords or alignment of instruments that should be playing at the same time.

These notes should have been imported simutaneously but for some reason didn't.
It's very inconsistent too, it can jump into alignment and back out "because it feels like it"

I've worked with touhou midi game rips before, ZUN himself has had those chords misaligned in the MIDI data. Note block studio is just doing its best to quantize that into the current grid. You will have to manually edit the MIDI to ensure that each chord properly starts at the right bar/beat.
