Improve Support for RP2 Overclocking

microcontroller allows setting the RP2 core clock frequency, but does not allow direct adjustment of the core supply regulator output voltage. Instead, it selects an output voltage based on experimental data valid for the RP2040 only.

Feature request for an additional microcontroller.cpus[x].voltage property that allows setting the core supply regulator output voltage.
