bug([MatFormField]): [type="time" is bigger than other input fields]

Steps to reproduce:

1. Make a Projekt
2. Put two MatFormFields next to each other, one being type="time" and one any other type

Was aparently already fixed in 2018, still seems to be a problem though:

Expected Behavior

What behavior were you expecting to see?
Fields should be the same size

Actual Behavior

What behavior did you actually see?
Fields are not same size

Environment

• Angular: 8.2.14
• CDK/Material:8.2.2/8.2.3
• Browser(s): Chrome, Edge Chromium, Chrome for Android. Firefox seems to work, they probably have a different style for time input fields.
• Operating System (e.g. Windows, macOS, Ubuntu): Windows 10, macOS 10.4, Android 10
