Solution to indicate packages and platform boards.txt

In the current code is to allow only inform the package, but sometimes we have the need to inform the platform used in "build.core" or "build.variant", to solve such demand let me make a suggestion code shown in the link:

Your patch allows to select a core from a different architecture, for example you can select an AVR core from inside a SAM architecture.

Why would you do that?
