Sync with latest dash-core-components

• upgrade serialize-javascript to version >=2.1.1 (GHSA-h9rv-jmmf-4pgx)
• component responsiveness to match other components dcc.Graph: Improve responsiveness, expose resize status, allow wrapper extension plotly/dash-core-components#706
• plotly.js ==> 1.52.2

since this is still a single-component package I will continue to ignore the async loading features being added into components.
