feat: Bring uv env into docker image of databend-query

We need uv to create separated python venv to interpreter python udf scripts.

After this pr, the docker image must contain uv tool if it's built with python-udf feature. @everpcpc

Maybe we could install it on the fly? But it's better to have uv tools in docker image.
