Stop cross-compiling Blazor packages #23124
Description
The two platforms that the 5.0 packages target require net5.0, so it's not clear what the benefit of cross-compiling the package is. In addition, we definitely do not want 3.2 users updating to 5.0 in their apps, since it's unsupported. This might prevent this issue.
