"Notes to Implementers" referenced, but only "Notes to Inheritors" exists

In the Remarks section, it says, "See 'Notes to Implementers' section for more information..." but there is only a "Notes to Inheritors" section. I don't know which way is the right way, but it seems like there's a mismatch that should be fixed.

Thank you for your feedback @rbwhitaker. This is actually a migration issue. The original MSDN content used to say "Notes to implementers". I'm now wondering how widespread this issue is @wh-alice @TianqiZhang
