Rule: Unit tests and/or integration tests and/or MFTF tests

Extension providers should be encouraged to add tests of some kind. A rule could be created to see if any test exists and report if none exists.

Correct me if I'm wrong but I think, sniffs that warn about nonexisting classes are not possible with phpcs
