Report erorrs from `gp-cli` to `ide-metrics-api`

Description

Now that we've landed the integration with ide-metrics-api [1] we can continue following up:

• Add util.logError in all known errors
• Provide the userId
• Find a way to capture unhandled exceptions at root level, e.g: [1]
