What this PR does / why we need it:

This PR adds the cursor rules I've been using this repo for a while with the idea that we all iterate on them. The NX files are generated by their tooling. I've been using the cp-migrations file to generate migrations with some success:
The global-rule is cobbled together from various rules I found on the web.
