[Feature request] Ban tags `attr-ban`

I would like to have the possibility to ban HTML tags.

e.g. "tag-bans": ["b", "br"]

+1 - in each project where I've used HTMLHint, I've always instinctively looked for this rule, before I remembered it doesn't exist yet!
