Deprecate/Remove -f[no-]sycl-use-bitcode

There is work to introduce updated command-line options for generating SPIR-V based fat objects here: #4608

The functionality of this new option is similar to the existing -f[no-]sycl-use-bitcode. To reduce confusion of usage moving forward, the -f[no-]sycl-use-bitcode option should be deprecated/removed.
