Enable sccache in Windows CI

#5560 introduced Windows builds in GitHub Actions nightly. Typical build takes 2.5 hours to complete. Compile times can be improved by enabling sccache, which was not done due to #5568

Enable sccache in regular CI once #5568 is resolved.
