Can't upload image for custom customer address attribute

Preconditions and environment

• Magento version 2.4-develop

Steps to reproduce

1. Add custom customer address attribute with frontend_input = image
2. Go to edit customer in admin
3. Edit customer address and upload image for custom customer address attribute

Expected result

Save address success

Actual result

Error "xxx.jpeg" is not a valid file when press save address
