Oh, should this have been updated a while back? The master branch of PHPC hasn't supported r1.17 in some time.

This updates the list of tested libmongoc versions to include 1.18.0 (lowest supported), 1.18-dev (upcoming stable), and 1.19-dev (latest dev) on evergreen. Github Actions continues to only test with the bundled version.
