PgCat 1.2.0 not available as deb package

Describe the bug
The deb package was introduced with #539, but currently isn't up-to-date. It would be great to get the same version as one gets through Docker.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://apt.postgresml.org/dists/jammy/main/binary-amd64/Packages
2. Search for Package: pgcat
3. Read version 1.1.2-dev4, which is not the newest release 1.2.0

Expected behavior
The deb package is up-to-date.

Desktop (please complete the following information):

• OS: Ubuntu
• Version 22.04 / 24.04

Additional context
The build process for the deb package as published on GitHub is only run when triggered manually. Can this be changed to automatic, similar to Docker?

I ran the workflow and published the new version based on the 1.2.0 tag

Awesome, thank you! The new version is running well and as expected. As you've probably seen already, I made two minor patches to improve the deb packaging and the release process:

• Automatically start systemd service if config file is present #800
• Automatically build deb package on a new version tag #801
