Update controller-runtime to `v0.19.4`

achilles-sdk is using an old version of controller-runtime (v.17.3) and the latest major releases of controller-runtime brought breaking changes we need to address. Mainly:

• ⚠️ Source, Event, Predicate, Handler: Add generics support kubernetes-sigs/controller-runtime#2783
• and ⚠️ Add TypedReconciler kubernetes-sigs/controller-runtime#2799
