issue tracker bug template should tell people how to run a command in vscode

If you go to open a new issue and pick to file a bug report, the template tells you

> **rust-analyzer version**: (eg. output of "rust-analyzer: Show RA Version" command)

but it took me a bit to figure out how to enter in an arbitrary command to vscode.
