Dummy packages _python3.8, _python3.9, _python3.10, _python3.11

The purpose of these packages is to record the corresponding names of system packages, which enables commands such as tox -e docker-centos-stream-8-python3.9-standard.

We switch several of the platforms tested on GH Actions to variants that uses a sufficiently new python3 system package.

Python 3.x distro package name guesses for

• Arch Linux, Cygwin, Debian, Fedora, FreeBSD,
  Homebrew, MacPorts, OpenSUSE.

Some Python 3.10 names might need a "-devel"
decoration or not be available yet.

Missing:

• Conda, Gentoo, Nix, Slackware, Void Linux.

This can now be tested using commands such as tox -e docker-ubuntu-bionic-standard-python3.7
