2.12.x smoke test started failing recently

it isn't even a 2.12 jar that just has a wrong library.properties in it. it's a 2.10.6 jar, straight up

even before that you see it grabbing some 2.10.6 jars but since that's the Scala version sbt 0.13.13 uses, those aren't as obviously wrong

there are some recent commits over at https://github.com/scala/scala-dist/commits/2.12.x but it's hard to see what could have broken this... except possibly upgrading sbt from 0.13.9 to 0.13.13?
