Make new release with iOS 15 as min target due to splunk-otel next release

With splunk-otel being forced to make a new release for Xcode 16.3, and since it has as min target iOS 15, its important this library also gets updated so that if we import the library with spm we can point to a specific release, and not just "main"

Guys how hard is to set a tag? The current version does not compile with the last version of splunk-otel because of min OS version disparities, and without that, we cant use the latest version of Xcode.

At this point, its just pure laziness

We can of course target master, but we do however need a specific version, because its a good security practice

@seviu The latest release of splunk-otel-ios is 0.12.1 (link) which does NOT have the minimum deployment target bumped to iOS 15, and so if you are using the latest released versions of both repos you should not see any build issues with latest Xcode. If you do, please open another issue with errors you are seeing.

But if you are using main branch of splunk-otel-ios please also use main branch of this (splunk-otel-ios-crashreporting) repo. I promise we are not lazy :) We are working on a feature release this week that was being thoroughly tested across the full stack with some fixes in both repos, ensuring thorough validation with the O11y RUM platform.
That being said, we plan to release a new version by next week in both repos to include support for Crash Symbolication for iOS.
