404 on static resource does not return ProblemDetail response 

As described in https://github.com/spring-projects/spring-framework/issues/30847#issuecomment-1641982108 along with [sample](https://github.com/mzeijen/spring-boot-problem-support/blob/main/src/test/java/com/example/demo/NotFoundTest.java) to demonstrate the issue, the `ProblemDetail` handling added in 6.1 M2 with #29491 does not work as expected.
