[Feature Request] Temporal exceptions from converters and codecs should fail the workflow not task

Need to let conversion and encoding/decoding fail workflow instead of just task.

We have merged #329 which does let conversion fail workflow, but we haven't done codec because it is more complicated and we need more consensus here.
