Build the toolchain to an arch-specific directory and add a consolidate step (with the special logic for
_InternalSwiftScan) like the rest of the build. Also adds inLLDB_PYTHON_EXT_SUFFIX = ".pyd";to unblock buildingtoolchain.wixproj.See related:
